Sealed Single Prime Base Bids will be received (but not opened) by Davie County Schools, at the Central Davie Education Center in the Board Room, 220 Campbell Road, Mocksville, NC 27028, on March 31, 2015 until 2:00pm and sealed Bid Alternates will be received until 4:00pm at which time all Base Bids and corresponding Bid Alternates will be opened and read publicly for the construction of the following Project:

New Davie County High School
Mocksville, NC

Bids will be received from pre-qualified firms only, shall be Single-Prime only and will include general construction, plumbing, HVAC, electrical, and all work indicated by the Bidding Documents. 

Bid Alternates submitted without a corresponding Base Bid will not be considered, and shall be returned, unopened, to the bidder prior to opening.   

Bids will be evaluated based on the sum of the Base Bid and corresponding Bid Alternates for all accepted alternates.  Failure to submit a Bid Alternate for an accepted alternate will result in rejection of the Base Bid. 

Bidding Documents may be examined after February 20, 2015 in the office of Walter Robbs Callahan & Pierce Architects, PA, 530 North Trade Street, Suite 301, Winston-Salem, North Carolina 27101 (336)-725-1371; ContactWesley CurtisorClark Pierce. Documents may also be examined on the Walter Robbs NextPlans website, the AGC through Isqft and the Hispanic Contractors Association of the Carolinas through Isqft, and at the Sharpe Company in Winston Salem.

Qualified General Contractors may obtain one hard copy of the Bidding Documents from the Architect upon deposit of $400.00.  Partial sets of documents will not be issued. The full deposit will be returned to all Bidders upon return of the Bidding Documents in good usable condition within 10 days after the date set for receipt of Bids.  After 10 days, the Bidder's deposit will be forfeited.  Additional copies of the Bidding Documents or individual sheets or Specification sections may be obtained directly from the Sharpe Company in Winston-Salem, NC 336-724-2871. The purchase price from the Sharpe Company is non‑refundable.  Refundable deposit is applicable to General Contractors only. 

Bidders shall use complete sets of Bidding Documents in preparing Bids; neither the Owner nor Architect assumes responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. General Contractors are responsible for distributing addenda to subcontractors.

Consisting of approximately 329,000 SF of new construction, the main building is one story with a three story classroom wing. The main building includes Administrative offices, Locker rooms, 2 Gymnasiums and an Auditorium. Other buildings include CTE, Concessions and Toilet buildings. The fieldhouse is also included as an alternate. The basic building materials are brick veneer, CMU masonry bearing walls, storefront, curtainwall, translucent panels and prefinished insulated metal panel. There is laboratory casework in science labs and plastic laminate casework throughout.

The roof system is on open web joists with adhered single ply membrane on rigid insulation and standing seam metal roofing on metal deck. 

The building is sprinkled. Mechanical System: Water source heat pump 

Approximately 53 acres of sitework includes: site grading, site utilities, road and parking lot asphalt paving, curb/guttering, concrete sidewalks, landscaping and exterior signage. Sports complex includes, four (4) Tennis Courts, a football field (sprinkled) and track, stadium seating for 4,500 persons, prefabricated pressbox, softball field, concession building with stadium restrooms, and (1) baseball and (1) softball fields. There is also (1) middle school softball and (1) soccer field / track. There is a field house approximately 12,000 SF to be included as an alternate.   

Mandatory Pre-Bid on March 10, 2015 at 2:00pm at Central Davie Education Center in the Board Room, 220 Campbell Road, Mocksville, NC 27028. As part of the pre-bid, an open meeting will be held for all interested bidders and vendors on to identify preferred brand alternates and their performance standards that the owner will consider for approval on this project. The following are the preferred alternates:

All Contractors must have proper license in accordance with General Statutes of North Carolina Chapter 87.  General Statutes of North Carolina Chapter 87 will be observed in receiving and awarding all Contracts.

Contractors are hereby notified that the Davie County Board of Education has a verifiable Ten Percent (10%) goal for participation by minority businesses in the total value of work for which a contract or contracts are awarded pursuant to N.C. Gen. Stat. § 143-128.  Minority percentages will not be the basis for determining the low bidder.  All minority businesses are encouraged to participate in bidding this project.

NOTE:  The bidder shall identify on its bid proposal the minority business participation it will use on the project.  Forms are included within the Proposal Form in the bid documents.  Failure to complete these forms is grounds for rejection of the bid.  (N.C. Gen. Stat. § 143-128.2(c)). 

Each proposal shall be accompanied by a cash deposit or a certified check drawn on a bank or trust company, insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal, or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond.  Said deposit shall be retained by the owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

A Payment and Performance Bond will be required each in the sum equal to 100% of the cost of the project.
No Bidder may withdraw its Bid within 60 days after the scheduled closing time for the receipt of bids.
The Owner reserves the right to reject any or all Bids, and to waive immaterial irregularities.
